The GalaxyScenarioDef file even in Rebellion's GameInfo folder is missing the data for the DLC planet bonuses, which means they will be impossible to spawn in. ![]() That said, while that advice works for mods, I fear it won't work with the forbidden worlds DLC. It's also possible to simply make a map that gives players multiple titans at the start of the game, no mods required. ![]() Requiring the player to conquer a rare, very powerful neutral planet with a titan of its own makes it not be a feature in competitive games (even if it shows up, the fleet required to take these planet means the player attacking one is likely very vulnerable), but gives single players a fun challenge and unique content. Basically having multiple titans as a standard feature would be too OP, and the AI wouldn't be able to use that anyways. In Star Wars Interregnum - and perhaps others, multiple titans can be purchased only from special, heavily guarded shipyard worlds. That seems weird why would the ability to build more than 1 titan be map-based?
